Troubleshooting: Space Heater won't start and loudly buzzes? - troubleshooting space heaters

+ I plug in the LED lights and everything. But when I turn the knob, the fan blade is not very Lound and buzzing, as if your dryer stops, turns.
I see no obstacles to the fan blades.
The sound of an alarm is being built? I never had the manual for this model since I bought it.
Should I chuck in the trash, or if you have some mechanical advice?
